i wonder if this tutorial using http://raphaeljs.com/ wouldn't help. If you can get the state outline from one of the google maps, which you'd have to change for Hawaii and Alaska. http://jebruner.com/2011/11/how-to-build-an-interactive-map-with-open-source...
