If you need to access the web-server on the server itself, and you don't have graphics installed, you can use links (there must be a package for it on ubuntu). Links is a text-based web-browser, handy for headless servers. Don't have experience with aegir, and also don't quite understand your problem with the little information you provided, but maybe, this helps.

You need X11 system on the server side and sshd capable of forwarding X11, then you login from the client with $ssh -Y to enable GUI.
You don't need full blown X11 system, there is fake X11 for this tasks, for example xvfb or kdrive(??).
I don't think you need window-manager for this.
And I have doubt whether you need a browser on the server-side in the first place.
