Disabling a module is enough for deactivating it. Some modules also have an unistaller to remove their database settings and tables, which you can run from the Unistall tab at the top of the modules page, but only while you have not deleted the module's directory.

Not very likely. Something else must be going on. Did you login as the same user in both browsers?
