For accurate results, download it in Firefox, but in IE, you will probably get a drupal.tar.tar file. Rename it to drupal.tar.gz and it should unzip fine then.
Drupal.org does not package a zip file.

I did save the file first as suggested in the download instructions. I downloaded and saved twice just to make sure. Then used both Winzip and Pkzip to try to unzip and received the error. Thank you.
