you can cause the cron.php file to run from any machine, not just the server that the site is on. For some of my sites, I use a curl command that executes on my Mac, where it is very easy to set up cron jobs using something like Macaroni (a cron front end) or just cron from the command line.
If you just want to test if it works http://your.site.name/cron.php works (at least for me). Then you will get a message on top of your postings reporting what happend.
