The first user has full rights to Drupal administration always. Roles can be created to allow specific administrative rights and then assigned to someone for specific workflow function. Depending on your needs it may or may not make sense to use roles to control the workflow functions. You will need to determine yourself if there is enough concern to protect the first user against security threats by using it daily.
