Try taking out the quotes in the "version" and the "project" statements.

There are several modules... and I think hierarchical select might be one... in which the module developer forgot to put in,

into the .info file of the module. Simply adding that one line of code into the .info files fixes everything. (That's true, obviously, only

I can tell you that I do have the hierarchical select module running
fine
on at least one Drupal 6 site.
