Sorry I'm so late to the party, but I'm a big fan of the Revisioning Module for setting up workfows: http://drupal.org/project/revisioning
It still pretty much requires the Module Grants Module as well: http://drupal.org/project/module_grants

I also tried Revision Moderation module but that did not seem to work properly with custom content types.
