ha - i thought "that seems like the wrong way to do it!" but actually since I can rename /sites/all/modules and leave the system modules in place it's not such a bad idea. it worked - i can see the admin page. hopefully now I can configure the system and then reenable the modules.

Try renaming the modules directory to shmodules. :)
