You should check to see if your theme is upgraded - compare what is inside the <head> tags in garland with your theme. You might be missing <?php print $scripts ?>

I've got a template I'm trying to upgrade to version 5. I noticed when I create or edit content, all the fun ajax-ey stuff is missing. I can't resize text boxes, and all options like Input format are expanded by default with no option of closing them.
It works fine in the Garland theme, so I know it's an issue with my template.
Any ideas what may be causing this?
