Try to change this in block.tpl.php
elseif ($block->module == 'user' and $block->delta == '1') { ?>
to:
elseif (($block->module == 'user' and $block->delta == '1') || $block->module = 'menu') { ?>
I haven't tested it, but it could (should) work.
