It does not depend on those holding their hands on the core. It depends
on those, who are only willing to test new stuff, if it is core already.
Testing after applying a patch is definitely not how things go. The
problem is that several good improvements are not tested widely. If more
people would look around and check out improvements then great stuff
would quickly get enough attention to be promoted to core and/or to the
respective contrib module.
