Actually, I had no problem finding it in the INSTALL.txt under the
sections titled "UPGRADING".

It could stand to be fleshed out a bit, but that is why it is not
released yet.  I think it is rather clear.

But this is a Drupal-docs discussion, not a dev discussion.
