Just wanted to point out that a folksonomy API module does already
exist.  It can be found here:

http://drupal.org/project/folksonomy

There is also another module that is fairly far along that is rather
nice and has some promise on this front.  It is called awTags and is
being developed by autowitch over here:

http://www.autowitch.org/node/4091

Don't know if either of these projects might be moving in the direction
~ you are looking for, but I figured I would mention them.
