I don't believe it should be. I believe we need sensible defaults,
that can be changed to suit the designer / site owner.
The simple fact of the matter is a large amount of the themes we have
currently are UNUSABLE, and the simple fact
of the matter is that these themes can not all be changed to work
correctly. Would we rather have more themes, and
lower the barrier of entry for new themers, or would we rather argue
about semantics and personal feelings regarding
seperately styled admin sections.
What I would like to see, is we have a 'admin' => true added to the
menu entries, and an 'is admin screen' checkbox
in the menu.module that allows people to modify it if absolutely
neccesary ( for individual pages ).
The admin setting will then use themes/drupaldefault/admin, IF NO
themes/mytheme/admin style is found. This means the
designer can style it however he wants. Themes that want to theme the
admin section, can do so .. and can even have differently styled
admin sections.
