I remember that you are using Windows, like me. I had to remove .htaccess file to fix this problem. These reports belong to the support list. Please post them there in the future.

I'm getting "permission denied "from drupal on pages that I refresh
multiple times. Sometimes it works sometimes it doesn't. Anyone have any
thoughts?
