Not at all.  I've been advocating usability improvements for 2+ years  
now, and we've rejected plenty of patches because of poor usability.   
We've also successfully refactored parts of Drupal to improve  
usability.  Of course, there has been the occasional regression --  
typically in exchange for improved flexibility.  I'd like to believe  
that, overall, usability is improving.

The short answer is that it is not feasible on a per-patch basis,  
unless someone throws a lot of resources (time, money, usability  
experts) at this.  Let's focus on "global" usability reviews like the  
ones Kieran is conducting.  Kieran is doing the grunt work, so we'll  
let him talk and guide.
