[development] #drupal / #drupal-dev split considered harmful

I think that's pretty much what we've got right now. Nothing but
tumble weeds and "support?" in #drupal with all the dev talk happening
in #drupal-dev. I don't think anyone's happy with that. I'm all for
putting support where 90% of people will look first: #drupal.
