Note that I am not convinced that we need to move at all. :p

The drupal.org infratructure team based on the input of the developer
community.

Any change to the core repo is basically dependend on Dries' approval.

I think that assuming we 1) want to move at all 2) manage to agree on
a system to move to and 3) Dries agrees with this would be a good
plan.
