[development] Stalled in Reviewed and Tested by the Community

Thanks, all - All of the RTBC applications are now dealt with and the RTBC
queue is empty.

There are *dozens* of applications in "Needs Review" through.

Instructions on how to review are at http://drupal.org/node/894256

If you think a project application is ready, mark it RTBC (making it obvious
you've reviewed it)

The needs-review issues are at:

Help out and make Drupal a friendlier place for these people who want to
contribute.
