[drupal-docs] comments in handbook

Hi,

I think we also need to agree on a general rule for commenting to the 
handbooks.
too often the comments are old, talksing about problems that no longer exist, 
or are even plain support requests.

I would plead for allowing only comments that clearly add something to the 
documentation page. For example pointing to (not explaining) another page 
with alternative ways to do FOO (if the page explains how to do FOO)

If people see things in the handbook that needs to be changed, they should not 
use comments for that, but change the p[age itself.
If people need supprt they must use the support systems
If people want to add alternative methods, they must add a page to the book 
and link to that from the page.
If people have examples, they should add them to the page, or add another page 
with the examples.
For all these cases comments should not be used, for they are hard to 
maintain.

If we clearly explain somewhere that all other comments will be deleted, we 
can be much more "aggressive" towards comments.
