[drupal-docs] use of term "how to" or "howto" in handbook howto's

I think we should either write:

   HOWTO: creating forum containers

or:

   How to create forum containers

If you write 'Howto' in a regular sentence it will be perceived as a  
typo, and people will attempt to 'correct' it.

(We could also create a second vocabulary to categorize book pages  
based on additional criteria. 'Tutorial or HOWTO' could be a term.)
