To throw my weight in, I would choose the above. The "HOWTO: " makes it a
stylistic creation: "Ah! This is a special type of document called a
HOWTO; awesome, I recognize those!" as opposed to:

which is bland and boring, and I'd revise to
be the more 'active' "Creating forum containers".
