[documentation] Drupal core admin/help in handbook updated to 4.7

That's awesome Charlie thank you so much!! I've updated
http://drupal.org/node/24566 to reflect these changes, though I'd appreciate it
if someone could give it a once-over and make sure it reads okay and isn't too
confusing.

I'll update my scripts to generate from this notation within the next couple
days and roll a new patch for admin help for Drupal HEAD (hopefully can get it
in time for the RC!)
