[documentation] Where is the page stating minimum requirements needed for running Drupal?

I'm not sure that "minimum requirements" belongs on the front page
above the fold.  Lots of things could go there, but very few merit it.
 The minimum requirements seems like a hard stretch.  Can you provide
examples of other projects that have minimum requirements above the
fold on the front page?
