[documentation] Role Based User Handbooks

It might be useful to think about the main user roles of most sites and 
try to target handbooks to each role.

Roles - there may be any number of roles on a site, but they all fall 
into these groups:

** Admistrator **
Installs and configures the site. Definition of 'configures' is stuff 
that only needs to be set once, or very rarely changed.

** Manager **
Manages content and users on a day to day basis.

** Contributor **
Contributes content to the site

** Consumer/End User **
Consumes site content


We have a handbook for Administrators (installing and configuring) - 
could we also have a handbook for each of the other main user roles?
