[documentation] Proposal for a "Contributing to Drupal" handbook section

I respectfully disagree. "Contributing to Drupal" seems to me to be  
the clearest language to describe the intent of this section of  
documentation. You make a good point though in that the opening page  
should clearly communicate to the reader who the material is targeted  
towards and what they will find deeper into the material.
