I'm not totally sure that I'm understanding you correctly, but whether your post requires approval is based on whether you indicate the default workflow state as "Published" If you check this for a content type, they won't require submit.
The administer content also provides a mechnism to check multiple nodes and approve them at once. You should certainly not be limited.
But perhaps I'm not understanidng the question....?

I am using webform and workflow of Drupal6.
Whenever I submit form I have to go to workflow tab and
change the state of my request ,the request get submitted for the admin approval
the admin then login and approves the request
1. can the user two operations of submit(both for webform and the workflow) can be reduce to one submit operation ,of webform,only?
2. Why admin can only approves the topmost (most recent )request ,Is there any other way we can have admin to select a
Request and approve that request ?
