Advanced Poll http://drupal.org/project/advpoll has a permission for users to Cancel Own Vote. That might do what you want.

I just started a poll on my website. After I voted I see that I have no option to change the vote. What if one of my users says that they want to change their vote. Is there a way to remove their vote from the poll so they can vote again?
