If the file is being pulled directly, there is no wrapping of HTML to track the file.
Use the strategy of "your file will start downloading in 5 seconds" or track the hits to the page right before they click.
Or, track the clicks on the LINK to the file, rather than the path to the file. You can track link-clicks themselves using google analytics; but not URLs that bypass your javascript.
