Unless you are dealing with images that have already been resized outside your Drupal install, you'll almost certainly need to use the imagecache module as well.

Create a content-type called, "Gallery." Add a multi-valued imagefield to that content (likely choosing "unlimited" for the number of images allowed per node). You might want to use the imagefield_import module in conjunction for bulk uploads... though that requires FTP. Each node of the Gallery node type is its own gallery. You can add any other fields you want. And as for meta-data for each photo, you can turn on the "title" and "description" sub-fields when setting up your imagefield.
The relevant modules here are: cck, filefield, imagefield, imageapi. Whenever I use filefield, I always add: filefield_paths, transliteration.
