Certainly you could alter your theme to include a static link:
Many themes also include the ability to display primary or secondary links which you can enter via the administer/themes menu (select configure tab). Be careful as they (primary and secondary links) are specified in different places for different themes.
Another technique I often use is to create a custom block with the link.
