I don't understand why that would be true. It doesn't really make sense to me and is against my experience. I'd try it (in dev) and report back any errors here. It's possible that there are workarounds
I haven't really taken over any sites in this regard (which is why I didn't respond sooner) to your original inquiry, but I've let my dev environments fall pretty far behind in the past and then an upgrade to get it in sync and never had any troubles.

Although, just a minute ago I heard that the website I was talking about updates is soooo faaar behind (core 7.20) that it's impossible to update directly to 7.32.

Never work on live or production environment, only deploy to production. It's going to require more effort but you can't avoid it.
