You need to make sure that the PHP Filter module is enabled. It is not by default. When you create a new input format you should see the checkbox for PHP there.

Daniel, if this is only for the site admin then they can select Input format > Full HTML when adding or editing the nodes. Sounds like you want something else, I'm just not following what.
