Hello, Chris,

I would classify using the core locale module as a best practice for changing the wording of text within the application -- I don't know of another way of doing this that allows you to make the changes without writing new code, and that will be supported via upgrade.php

Hacking core code is a one way path to much pain, as all your
modifications will either prevent an upgrade (if you want to keep your
changes in place) or will get wiped out during an upgrade (as your old
codebase will be overwritten with the new codebase).

Use the locale module -- this allows you to translate/edit strings to
change this type of value. The handbooks have pretty good
documentation
on this.
