First of all, Drupal no longer uses base_href inside its themes. If you theme still uses it, you will need to update your theme. Such a wrong path could have triggered the 403 error.
That's the thing though... 4.7 is the first time I've ever installed drupal, and I've only used the bluemarine template.

Now, that should definitly work. Can you look at the include_path that your Apache/PHP install uses? what are the exact errors that you get if you don't hardcode paths in your modules?
