Ubercart has at least two way of doing that. uc_donation and uc_varprice.

I looked at Rob's (mustardseed) video but it too offers only one price option. I viewed a couple of ubercart videos but they do not show the required ability.
I need the preregistation payments to be via paypal or other, what ever is reccomended. It is possible that the system may be implemented at the seminar registration desk to accept payments at the door also.
I'm stuck with how to start this project and what modules could/should be used.

Have a look at CiviCRM. You can set up many different events and even set different prices per event (for the participant to choose from). Next to that it is ideal to receive many different types of donations.
