I have an existing drupal 6.20 database backed up and restored to another postgres database. I also have a new version of drupal 6.22 on another box which is ready for installation. Can I just point this new version of drupal to this newly restored postgres database and if so how would I do this?

I would recommend deleting the 6.22 instance (db and code), copy the existing 6.20 instance to the new machine, then follow the instructions in UPGRADE.txt to upgrade back to 6.22.
