I just upgraded from 4.5.x to 4.6.1 and had to manually create the queue table and alter the watchdog table to add severity. All seemed well until I clicked on the blocks section of the admin menu and my left and right columns disappeared and only the previous center column remained. This is now the case with all the themes. What's going on?

Why did'nt this get upgraded? Clearly I did'nt do something right. How does one know what should be selected for the dates for the upgrades
