I have a site with latest CCK and Views code and I want to show a list of taxonomy terms as a dropdown in an exposed filter, but I don't have any option in my add filters list to do that. I am certain this was (at least once) available. Is it still and I'm just lost or is this no longer an option?

It still is available. Select Filters for Taxonomy as Taxonomy Term ID.
