You'd think in all the time I've done Drupal I'd know how to do this. I want a front page to tell people to call so-and-so to register for the site. Beyond that, anonymous users need to be blocked for everything. If I turn off the "access published content" permission, they immediately get access denied.

I'd probably do it with a single content type that you only create one of, and then use nodeaccess module to control permissions per content type.
Or do a simple module that has its own permission to just see one page that you build through the module itself. More developer-y way to do it.

Can you create a custom 403 error page and redirect them back to the home page?

I use a combination of panels and role permissions to do this.
