Hi Bill, I think some of those issues depend on your server and are not a Drupal issue. For me, I have my servers on Rackspace with a LAMP stack. I was having the same issue mainly with the contact form not being sent at all. After speaking with Rackspace and doing a little research, everyone recommended SendGrid. While I dislike promoting a third-party and having them manage my mail, it does work. The module I have for Mail is the SMTP Authenication Support. There is also a SendGrid module but you shouldn't have to use it.
If this isn't contact form related and just normal email, the only thing you can do is check your logs and try to narrow it down.

Thanks, I had set the php memory limit to 128mb, but it got reset to 64mb without me initiating it. I'll reset it. On my local MAMP version, I have set php memory to 500mb. Can't do that on my server, tho.
