1 -- Is there a way to subscribe to all the threads and or forums so that a person's email address would receive a notice when someone posts? 2 -- If one used RSS could that accomplish the some result, staying connected to the updating information?

Assuming you have the subscriptions module installed, enabled, and nothing important omitted, you can simply subscribe to broad content types, categories, and threads at 'My Subscriptions'. http://site.com/?q=subscriptions
