Thanks, yes, I have done those things. I have placed an index.html file there, and that displays fine. index.php (non-drupal) displays fine.
My host has since told me that it can not find settings.php (the config file), but I have checked, the file is there, it is correct (not mal-formatted, or anything), and I have even replaced it from scratch. Still not working...
I have asked the hosts to go over the permissions for me.

Have you tried uploading and accessing any non-Drupal content on that host? That should be a very informative troubleshooting step. Try HTML
and PHP content to see if there is any difference.
It could also be a permissions issue.

The host is running Windows/IIS.

You should ask for the specific error logs. Those should contain information that, when searched, will probably give you the exact problem in just a couple of seconds.
They probably won't want to do this as it requires them to filter the logs down for stuff just relating to your domain which may be a pain, but it's worth asking after a week of it not working.

Most hosting companies should provide you your own access/error log (for your domain). Do you have a control panel where you can download/ view those?
