I found out, that the redirect module works as expected when activated correctly, the book-page has to be moved from within the "edit-environmen" just moving the page to a different chapter from the "outline" tab does not adjust the path.

So with pathauto redirect transliteration

when using the token

[node:book:parents:join-path]/[node:title]

paths are rewritten to reflect the order of chapters / book-pages and when moved from within the book-page edit, a redirect from the old location to the new location AND a new path alias are created. This is wonderful. The only thing missing is to include that same behaviour in the "outline" procedure.
