I need to modify some styles in book.css to fix a view for just one site. The book.css file is in the core part of the drupal files, not in the individual theme. The views theme wizard doesn't do the code for this type of view yet. If I make a new file like mytheme_book.css, where do I put it and how do I tell the theme to include it and override the other one?
First step create a separate theme for the site that requires the separate css and place it in the corresponding sites folder. You can then add mytheme_book.css to the template.php file in this theme. Enable the new theme from the site to view changes.

Module specififc theme updates: sorry, you should add the corresponding module theme function to the template.php or update the style.css for just css changes.

I don't know php, so can you provide (or direct me to) exactly what lines to paste into my template? I think I can do what I want with just the css, but it would be good to know as I suppose this will come up again.

You can add the book specific styles to your sites themes style.css so that it will override what is there in book.css
