That sounds even worse. Honestly, you'll want to host somewhere that will let you build your own website. Shared hosting is pretty cheap. For $5 / month you can get space on a place like site5 and install whatever you want.

You need to increase your memory limit in your php.ini file.
Your ISP should be able to do this for you.
If this isn't an option try disabling some unnecessary modules.

In the Troubleshooting FAQ section of the Drupal website, there is this item:
Fatal error: Allowed memory size of X bytes exhausted (tried to allocate Y bytes)... http://drupal.org/node/76156
There are some suggestions as to what you can do to fix it there.
