I am working on a site for a client that was developed by someone else with a very simple Zegine theme. Our changes have all been to views and changing which size fields show up and stuff like that. We had installed Devel but it has been uninstalled. Without any clues to when the problem started TinyMCE is not showing up and you can no longer expand areas on node/add node/x/edit like Publishing options. I have checked that everything I know to look for looks right and I would appreciate any help I can get on what to do for this client to make it work.
I have checked the error logs and there are no errors.

Are there are any JS errors? Are all JS and CSS files referenced correctly and found?
Those are the first two things to check.
Yes, like Fred said you'll want to check for JS errors which you won't see in any logs, and make sure all the files are being included.
Firebug is your best tool here.

firefox error console too (shortcut key ctrl + shift + j).
