Using Drupal 5.10, module installed in /sites/all/modules
We would like authenticated users to able to create content but only administrators to be able to publish.
Do I have to make modifications to user access control? This is not in the README.txt that comes with the module.

Set the default workflow on the content type to not be published. Administer -> content -> content types -> forum
