As the throttle starts it disables the modules correctly but when it goes back it doesn't reenables them.

This seems casual. The last time it let the comments disabled. Today it let both the tracker and the aggregator disabled. All these modules are properly flagged in the module panel and to rectivate them I need to toggle the module off and then back on.

Why?
